A note from the archive. This arrived as field notes, unrequested, from a department we cannot locate. We read it with rising discomfort. It describes a species of project that never properly begins, is constantly unprepared, insists it is only an experiment, and turns out to have been real for some time — and then, on the final page, our anonymous correspondent signs off for the third time. We would like to state for the record that we have never launched anything. We have no plan, no strategy, no start date, and no one in charge. The Department has reviewed this defence and has classified it as evidence.

There exists a peculiar species of project known as the Unintended Non-Launch.

Unlike ordinary projects, it never properly begins.

Computers possess their own version of this phenomenon.

A programmer creates a tiny tool.

The tool solves one problem.

Then another.

And another.

Months later the programmer declares:

This statement has been peer-reviewed by no fewer than three naps.

A card arrived in the same envelope as the field notes: a bird and a cat drawn without lifting the pen, and the line "If cats could talk, they wouldn't." Perhaps the greatest joke is that we spend years preparing for a beginning that quietly happened while we were looking elsewhere.

Not because we successfully launched.

But because we kept taking the next step.

We have been served notice that we exist. There is no appeals process, no form to file, and no one to file it with. "No corrective action is required" is, we note, the single most Sect-compatible sentence ever produced by a bureaucracy. — the Sect

"The launch was never the point.

The point was becoming the sort of people who would create the thing.

Third letter. Same beyond. First they sent an infinite library and told us to eat the banana. Then a ship, and told us to stop gripping the wheel. Now a forest, a cat, and the news that everything we have ever worried about was paperwork. Whoever you are: the coffee is on, and nobody is chairing. — the Sect
